From Spain. Referring to regulation of "liquid hydrocarbons". What is the difference here between "autorizaciones de exploración" and "permisos de investigación"? Any decent references for the two would be very welcome:

Types of permits

Permits can be obtained under the CMA to prospect, explore or
mine.

Prospecting is usually very low impact work. Often only literature
search, geological mapping and rock chip sampling or aerial surveys
over a relatively large geographical area are undertaken. A
prospecting permit is initially granted for a period up to two years
were also reservations of mineral ownership to the Crown before
this date.
In order to establish mineral ownership a title search of the land is
needed. The Land Registry Offices of Land Information New Zealand
(LINZ), spread throughout New Zealand, hold land titles for their
local areas which can assist in identifying mineral ownership.

Research Permits



Who Needs Government Research Permits?
Everyone who captures, handles, or transports plants, animals, or microorganisms in Costa Rica for scientific study must register their project, obtain government wildlife service (MINAE) research permits, and submit biannual reports to the government on their work. Anyone collecting plant samples or capturing wild animals for teaching purposes or scientific research (pollinia or scat samples, re-capture, etc.) must pay an additional fee for a collecting carnet or license, even if specimens are later released. Collecting permits must be obtained even for purely observational research if it is to be carried out in a national park. Research and the related collecting permits (if needed) are valid for up to 6 months, and can be renewed. The export of wildlife from Costa Rica for scientific purposes also requires one or more government export permits.

¿Quién necesita los permisos de investigación del gobierno?
Todas las personas que capturen, manipulen o transporten animales o microorganismos de Costa Rica para el estudio científico deben registrar su proyecto, obtener los permisos de investigación del ente gubernamental encargado (MINAE) y presentar informes semestrales sobre el avance de su investigación. Cualquier muestra de plantas recolectada o animales capturados con el propósito de enseñar o de investigar, debe pagar un monto adicional para obtener una licencia o carné de colecta, aún cuando los especímenes se liberen después. Los permisos de colecta deben obtenerse aún cuando la investigación sólo requiera observaciones de campo en un parque nacional. El permiso de colecta (si se requiere) es válido por un período de 6 meses, después de los cuales puede ser renovado. La exportación de fauna silvestre de Costa Rica con propósitos científicos también requiere uno o más permisos de exportación por parte del gobierno.

La Directiva establece que la delimitación de las zonas geográficas cubiertas por una autorización, así como la duración de la misma, deben determinarse proporcionalmente a lo que está justificado para el mejor ejercicio posible de las actividades, desde un punto de vista tanto económico como técnico. De este modo, se trata de evitar que una única entidad goce de un derecho exclusivo sobre una zona cuya prospección, exploración y producción puedan ser garantizadas más eficazmente por varias entidades. Las disposiciones que reservan a una única entidad el derecho a obtener autorizaciones sobre una zona geográfica específica dentro del territorio de un Estado miembro fueron suprimidas por los Estados miembros afectados antes del 1 de enero de 1997.
Los procedimientos de concesión de las autorizaciones deben establecerse de forma transparente, sobre la base de criterios objetivos y no discriminatorios. De este modo, están abiertos a todas las entidades interesadas. La selección entre las distintas entidades se realiza sobre la base de criterios relativos a las capacidades técnicas y financieras de las entidades, al modo en que piensan proceder a la prospección, a la exploración y/o a la producción de la zona geográfica en cuestión, y al precio que la entidad está dispuesta a pagar para obtener la autorización, si la autorización se pone a la venta.

The Directive stipulates that the limits of the geographical areas covered by an authorisation and the duration of that authorisation must be determined in proportion to what is justifed in terms of the best possible exercise of the activities from an economic and technical point of view. The aim is to prevent a single entity from having exclusive rights for an area whose prospection, exploration and production can be carried out more effectively by several entities. The provisions which reserve for a single entity the right to obtain authorisations for a specific geographical area within the territory of a Member State were therefore abolished by the Member States concerned by 1 January 1997.
The procedures for granting authorisations must be introduced in a transparent manner based on objective, non-discriminatory criteria. They must therefore be open to all interested entities. Selection from among the various entities must be based on criteria relating to their technical and financial capabilities, the way in which they propose to prospect, explore and/or bring into production the geographical area in question and, if the authorisation is put up for sale, the price which the entity is prepared to pay in order to obtain the authorisation.
