Thank you, Paul and Ralph. The literal translation sounds really strange to me, and there are only 9 examples of it ("hypo-sufficiency") on the Internet (Google). There are nearly 600 hits of "under sufficiency", but it is usually followed by a noun such as "economy," and "lack of assets" makes sense, sounds right and is used more than 44,000 times. Thanks once again.
