This is a job title. I realize that 專員 has different meanings, but considering that it's someone's job what would be the best way to phrase it?

Specialist vs Commissioer I understand you've made a choice but expert / specialist is 专家 not 专员 which in my experience means commissioner or assistant director

合同專員 refers to employees who are specifically in charge of issues relating to contracts/agreements of the company, or contractual aspects of transactions. I think it can be translated as "Contracts Executive".
