erklæring under ed

Når den berørte EØS-stat ikke utsteder slike dokumenter eller attester, kan de erstattes av en erklæring under ed eller forsikring avgitt av den aktuelle personen overfor en retts- eller forvaltningsmyndighet, en notarius publicus eller annen kompetent myndighet i hjemstaten eller nåværende oppholdsstat.

Det finnes andre alternativer som "erklæring på tro og lov" etc., men denne burde kunne brukes.
