IME is the maquiladora export industry, and PITEX is the Programa de Importación Temporal para la Exportación or Temporary Importation Program for Exportation. PITEX lets non-maquiladora companies post a bond for the import of manufacturing inputs, which they get back once they export the product they've manufactured. I'm not sure how to translate homologación in this context.

Finalmente, en 2006, se da la última modificación del programa de maquila, procediendo a la homologación de la IME con el Programa PITEX, lo cual permite que actualmente se pueda transitar de un régimen a otro sin mayor problema.

Explanation:
The IME is the "industria maquiladora de exportación," correct?--which I think is a industrial sector rather than a specific agency that could approve or a parallel system. I think here that in English you would say the industry would "adopt" the PITEX program.

in 2006, the final changes to the maquila program took place, followed by the IME's adoption of the PITEX program.
