Sturmmöwen
Sturmmöwen halten sich in Gebieten mit niedrigem Salzgehalt, geringer Sichttiefe und während der Brutzeit unweit der Brutkolonien auf. Damit wurden sie, neben Heringsmöwen und Seeschwalben, den küstennah- lebenden Arten zugeordnet. Deren Vorkommen im Offshore-Bereich wird in Zusammenhang mit dem Nahrungsangebot, insbesondere dem Vorkommen von Sprotten in Zusammenhang gebracht. It's the freshwater of the Elbe river flowing out into the sea; the phenomenon is easily visible from the air.
"Elbwasserfahne" seems to be the more commong spelling.

I meant "more common", of course. River plumes may be observed in other locations as well. There is, for example, a Mississippi river plume.
