Eg of use: مادة ( 4) تتبع الوزارة جميع الإدارات القانونية في الجهات المنعية والمشمولة بأحكام هذا القانون وتبين اللائحة التنفيذية نظام العمل وتحيد مستوى وعدد القانونيين العاملين في هذه الإدارات.

I believe معنية here means "relevant to the content of this legislation."

Here in the UK the use of authorities is more common, be it government or otherwise.
