This is a more neutral term which is used to cover both religious and civil ceremonies.
Extract from the translation of the Marriage Act: "Solemnisers of marriage are:
a. a clergyman of the Church of Norway, or a priest or minister of a registered religious community, or a ceremonial leader or the like in a belief community that receives a grant pursuant to the Act of 12 June 1981 No. 64 on grants for belief communities if the King has approved the form of solemnisation of marriage,
b. a notary public – also when acting outside his ordinary official district,
c. a Norwegian foreign service official, cf. section 17 of the Foreign Service Act
d. a specially authorised solemnizer of marriage appointed by the Ministry in cases where this is necessary owing to long distances or for other reasons. The appointment is made for four years at a time."

: Good catch, Brigid. I'm withdrawing my suggestion under my credo, "You enact the law, you get to translate it." Note that it's both "solemniser" and "solemnizer" in the cited reference from the official translation of the act. :-)

: It does seem that the solemniser's service is voluntary in the US, for instance, while a "vigselsembete" is the actual authority authorising the marriage... or am I way off?

A marriage ceremony must be performed between the issue and expiration dates of the marriage license. The marriage ceremony must be performed in California. The solemnizer must be recognized by his/her religious denomination to perform marriages or be a judge or commissioner of civil marriages.".
Secondly, my experience is that the term "embete" can refer either to the office itself or to the officeholder, and can often be the product of convention rather than logic.
As is most often the case, there is more than one answer that would suffice here. I just deemed "solemnizer" to be a good solution. Hope this anwers your questions.
