Having had a look at the other contributions, I\'d like to comment that there are, potentially, two meanings to \"veiller\":
1. to see to sth., to ensure sth. (i.e. the applications of sanctions in this case) in the sense of (more) actively contributing to it
or
2. to (closely) monitor sth. (i.e. whether and to what extent sanctions are applied, which would be a less active approach).
Depends on your context which nuance you want to stress.
