Die Inhalte der Lokalen Agenda stellen letztlich eine Übertragung der „globa-len“ Agenda 21 mit Anpassungen an die jeweilige spezifische lokale Situation dar. Die Lokale Agenda 21 soll für alle Bereiche wie Stadtentwicklung, Sozia-les, Arbeit, Wirtschaft und Ökologie Umsetzungsschritte enthalten. Die kom-munale Nachhaltigkeit wird daher – wie die Behandlung der Nachhaltigkeit auf den anderen Ebenen – als Querschnittsaufgabe betrachtet. Dies bedeutet, dass die Steuerung der Prozesse und Strategien quer zu den kommunalen Handlungsfeldern in der Umwelt-, Gesellschafts- und Wirtschaftspolitik ansetzen.

I seem to have hit a brick with this one. The best I can come up with is:
quer zu = laterally, transversely
ansetzen = take action, but it just does not fit together.
Any help is much appreciated!

Just a spontaneous attempt, and there might be a better solution, but the jest is that "quer zu" indicates "across" or a "cross-cutting" issue in this case.

That's just a guess, another option could be 'to approach from a different angle'.

Depending on the context, there is also the less likely possibility that it means they conflict with or get in the way of the communal areas of action.

Seems the author got lost a bit as well (Steuerung=singular, ansetzen=plural).

in opposition to...

"This means that the organization of the processes and strategies is in opposition to the communal fields of operation in environmental, social, and economical politics." is basically how I read the German. Opposition in this case is less a declaration of conflict, and more the sense of offering an alternative approach.

That said, perhaps you would be better off saying something like: "The role of the ... is to QUESTION the traditional standpoints of env., soc., and econ. politics."
