Bit of a tough one since we (well in the U.K. anyway) operate on a letter grading system not the 1-5 Russian one

assuming «хорошо» a U.S. grade of "C"', оr 2.0 average. (4.0 = A; 3.0 =B; 2.0 = C; 1.0 = D, or 0.0 = F) This should be fun.

The grade point average explanation is incorrect in this case as Oxana has pointed out. The case in point relates to one score or grade to evaluate a given body of knowledge. I would therefore translate it as:
"The candidate must score satisfactory (average - I leave that discussion open) or above...on this body of knowledge."

: C is "satisfactory", and B is Good, so it should be 3.00 here. Moreover GPA is calculated based on all subjects and credits taken within a semester or throughout whole studies. I am not sure it is the case here. It might be simply one class/ subject.
