The text deals with the roles of the different departments within a large retail organisation. I am surprised that a retail organisation, e.g. M&S, Walmart, El Corte Inglés, has a Secretaría General, as this is something I always associated with Government or EU agencies. So I would be very grateful if someone could help me out...

Even though it refers to a person, since it actually states "dirección" instead of "director", it will also be clear in English, and an accurate translation, to state "management" (dirección) and make clear that we are talking of the administration, or as ad adjectival clause "administrative" (secretaría) and then add "general" to modify the entire phrase.

In many companies there is a general secretariat which has the task to coordinate the secretarial works of more departments (where there can be also secretaries/assistants). In Spanish,English and other languages, secretary general may not always mean the political title of the leader of an organization, but also the secretary/assistant working and leading the general secretariat. In your examples, such organisation have usually more filials and each of them has a management with a secretariat. The general secretariat is coordinating all these. It could be both the office of the leader of the organisation, calling him(her) self as general secretary, or simply the assistant of him (also called secretary).
I answered this question because I know both languages in order to understand meanings and also have a certain experience in business and government (a plant and a ministry).
