The sentence that is causing me problems is:
Der Umsatzsteuerbetrag durch die Gutschrift darf nicht für den Kunden gegenüber dem Finanzamt einforderbar sein.
I'm no tax expert and I am confused about who would actually receive the VAT amount - the customer or the Finanzamt?
I'm afraid that I cannot give much further information as I am under a strict confidentiality clause. Suffice to say the document part I'm currently working on deals with VAT and credit memos!

: Einforderbar is not refundable. And what's the IRS got to do with anything? Tax offices grant credits and deductibles but they don't refund.
