Otra de las medidas estratégicas de calado que ha llevado a cabo la política española en sus relaciones con otros países africanos de origen y tránsito, es la aprobación en el año 2006 del Plan de Acción para el África Subsahariana, conocido como “Plan África”.

"calado" in this context (in Spain's Spanish at least)...
is exactly the nautical term, which translates as "draught" (US: "draft"). The implication is that you don't mention this (for a ship) unless it is a really significant one. That is, you use "de gran calado" (and there is a specific example of this in your original, towards the end) or the "gran" is clearly implied, even if not explicited.
I would go for "far-reaching" here

I would say that the underlying concept of "depth" here points to a "serious", "thorough", "in-depth" change. That is, it points more to a change in the approach philosophy. The "sweeping changes" would be the result of such a different approach, but the term (calado) refers more to the causes.
I would go for "far-reaching" here
