Comment: "I talked with the author and the core idea is that they don't want a Moroccan captain on the boat (so the migrants, Sengalese, have to steer the boat to Spain, even though they don't know how). The reason is that if they are apprehended with a Moroccan captain, Morocco will deport them. I'm not sure if anyone quite hit the nail on the head, but I think Alejandro was closest. I really had to think this one over but I'm sure this is the correct sense for the sentence.
It's refered to the circumstances where inmigration laws can force Morocco to accept illegal inmigrants that have transitted through the country towards Spain/Europe.
"Patron" is captain/owner of a ship. Normally small fishing boats. The patron is in charge of hiring the crew as well. He is normally part of the crew.
If the ship is Moroccan the same law applies so that's the second part.
