In IT, “normas” are called “standards” in English, e.g. internationally recognized ISO standards in which companies obtain certification.

For example, if the standard is ISO 27001, I would simply phrase the sentence as follows:

“... to obtain ISO 27001 certification”.

In other words, since it is widely known that ISO 27001 is a standard, the word "standard” arguably does not have to be included, since it is implied. Just insert the name of your standard and you should be good to go.

... "to secure" certification "under" is often used in this context...

I agree with Todd that "standard" is better than rule in this context.

with a view to obtaining Certification through the Standard

with a view to = com vista a (com o objetivo de, visando).

After a preposition (to, for etc) one uses a verb in the gerund form: "with a view to doing something", rather than "with a view to do something". In Portuguese, in such cases, one uses a verb in the infinitive form.
