agree Kim Metzger : "Regulates" is definitely inappropriate for a contract. If we had at least one complete sentence we might be able to help the asker. Establishes the terms is another possibility.

I wouldn't be so quick to dismiss "governs"

As in, this agreement governs (the terms & conditions) of cooperation between X and Y.
