@ Mike Hi Mike, I thinnk it means 'populous'.
With a population of 393,226 people based on a July 2005 estimate, Sector 3 is the most populous sector in Bucharest. majority or most of I think it may actually mean "majority of the areas/sectors" or "most of the areas/sectors" instead of "working". I believe when I read the example from the Oxford Dictionary I failed to take into account that "sindicato" is the contribution for "working" since it means "union."
