There somthing about the dogs A dog worrying bark is a symbol of alarm.A guard dog is different than any domestic dog, it is always on a full alert, listerns to hostile sounds and that's why it barks a lot and barks agressively.In the place where he is present there are other dogs, he knows that they are there somewhere and he is just noting for himself:"they don't bark" - like a proof of this wafted serenity:no worry, complete peace.

Anyway, it does not make much difference for the translation whether he just enjoys the pleasure of that place or also recalls other less enjoyable environment where dogs were barking.

Да, действительно! Это замечание действительно имеет больше смысла, если вспомнить, что он сидел в тюрьме. Он говорит о том, как хорошо ТУТ (где он сейчас находится, на крыльце) и там - в тюрьме. Ведь лагерь без сторожевых собак - не лагерь.

a05 да, тюрьма, и, да, намного раньше 2009, скажем, 1979, но насчет п.4 я не уверен. В контексте его рассказа тут, он описывает состояние человека в тюрьме. Но теперь я понял замечаниями Сергия, вы оба имеете в виду, что он уходит на крылцо и говорит о том, как тепер на даче нет никаких собак, а в тюрьме были такие, когда уходил. Потом он возвращает к рассказа. Огромное спасибо вам, а05 и Сергию, и другим за помощь!!!!!!!!!!!!!!!!!

1) терма --> тюрьма ? 2) под монастырь is a general expression for being charged under false evidence etc., not necessarily associated with a specific prison,
3) it seems that the narrated events take place much earlier than in 2009,
4) I confirm my understanding that he mentions "no dogs barking" because it is a sure sign of being out of jail for him.

Difficult to say with that little context I am not sure it is still the case but in the past dogs' barking was a part of the common image of penitentiary facilities. If he says "So nice. No dogs barking," this may mean he is no longer surveyed by guards with service dogs. Though I do not think they still use dogs heavily in such places. Anyway, it sounds like an evidence of silent and quiet environment.
