“报盘”的用法不是很熟。不过,“要约”好象还是可以用在政府采购,就是"投标"的意思(先由政府发出招标,再由厂商投标)

请参考以下档案中的一些用法:

"投標係廠商向機關發出之要約意思表示"
"廠商投標之目的在締結採購契約,故為「要約」之意思表示。"

Offered can be used as a verb, like "offered for sale." That's a a very common usage in supply contracts. But since Sarah used “报盘”and "报价" in the entire document, consistency may have to be considered.

the offer here is not 'tender offer', besides 'tender offer' is from the buyer side. From your text, it refers to products that are up for sale/purchase by buyer under a supply contract.
