Emissionsfracht

German to English Tech/Engineering Environment & Ecology pollution
Ein Vergleich der zusätzlichen jährlichen Emissionsfrachten mit den zulässigen Vorsorgewerten zeigt, dass diese überschritten werden.

In other circumstances I would be tempted to use "loads", but this is impossible here because of the frequent presence of "Belastung" in the text which I have translated with "(pollution) load".

Any suggestions for a convincing English term?

"Clearly" as in the whole of this extended text, not as referring to the context which I provided.

The context is clearly one of the emissions from the stack of a power plant, not the emissions from the ground transport to and from the plant.
Actual pollution values in the dustfall at certain locations are being compared with the precautionary values of the [German] Federal Soil Protection and Contaminated Sites Ordinance

Sounds like emissions certificates (Emissionsrechtehandel) to me.

I'm thinking they may be talking about emissions of actual freight (rail, truck, etc.) If you google "emission freight," you will see what I mean.

emission burden

Would mean the same as 'load' to me, but it appears to be a term in use, at least in the USA.

emissions load

Would seem the obvious choice. It's difficult to comment without seeing more the text, but Belastung is often just "pollution" (withouth "load"), so it may be that you can omit "load" from your translation of "Belastung".

I think the 'loading' / 'polluting' aspect is inherent in the word 'emissions' and a general quantifier is all that may be needed.
