I'm not sure it´s all that complicated:

Ministerio Público, office of the Public Prosecutor (assisted by the Judicial Police, who are not a branch of the Judiciary, the Public Prosecutor investigates and prosecutes crime)

Visitaduría General, the office of the Inspector General of the Ministerio Público, is like a dept of internal affairs or an inspector general in a US cabinet department, responsible for investigating wrongdoing and acting against wrongdoers.

Hi Elsa:
It's very important for you to know that Mexico's legal system is totally different from that of the US, and therefore, terms used in the US justice system are not interchangeable. For example, the4 Attorney General (Procuraduría General de la Republica) is a federal post, whereas the "Ministerio Publico" is local and there is usually a public prosecutor in each neighborhood, who work in soordination with the judicial police in the apprehension and trying of suspected offendors. here in Acapulco, where I live, there are several "Ministerio Publico" offices.

The exact usage will vary from state to state in Mexico, depending on whether there is a "reforma procesal" or "reforma penal" in place. If we are talking about at state where such changes are in force (oral proceedings, open court principle, etc), then I would render this as "the representative of the local office of the Office of the Public Prosecutor" in the understanding that the "Fiscalia 50" is a subdivision of the "Ministerio Publico," the overarching entity.
