I understand it differently. For me, "no cumplir por cumplir" means something like "don't do your work just because you are paid to do it, but do it right, do it focused, do it the best you can".

FTR For the sake of those who may look at this posting in the future, a quick explanation. What they are trying to avoid is people simply following the instructions without realising why those instructions have been issued and why it is necessary to carry them out.

If Aceavila is correct in her interpretation (it isn't evident to me that the meaning is as she states), then the correct translation would be along the lines of:

Know the reason behind what you are doing.
Know the "why" and not just the "what."

or similar.
