I think this is what they're trying to say:
"....creates a greater imbalance (in the flow of people) at the cold spots....."
I'm not sure, but maybe you could also say:
"further accentuates the poor flow of people through the cold spots....

Entiendo que se refiere a que al cambiar una tienda de local en un centro comercial , el area anterior sufre aun mas por falta de trafico (publico), y el sitio nuevo se llena de compradores.
