This is very complicated for me:

Based on your new wording...
"It is estimated that the number of patients leaving hospital with minimal or no disability increases by 1/7 when treatment is given within 3 hours, which means that the number would decrease by 1/7 if the treatment is given after 3 hours."
If the Treatment is given within 3 hours of the occurrence of the blood clot (thrombosis) out of every seven who receive the treatment one will be returned to good health and six will still be ill.

But it the treatment is administered to the seven patients after the 3 hours after the blood clot occurred,(3.5 hours) than you would loose that one person and there would be no persons cured out of the seven.

So you loose the chance to save this one patient in seven if you don't give the treatment to patients within the 3 hour period after the blood clot occurs.

Don't be confused by this, as all the patients leave the hospital, it is just that the number who have Minimal or No Disability out of every 7 who leave hospital increases by 1, if all the patients receive the treatment within the 3 hour period of the blood clot event happening.
