I actually think the 'manual post' has nothing specifically to do with the 'laundry' — I would simply say that this is an item that has been added to the bill manually (i.e. the amount entered on the computer etc. separately, calculated externally, not involving the computer's calculation of persons × nights × room price, for example).
'to post' is quite a common book-keeping term for simply 'to enter' (things in an account somewhere)
As for the Minibar, the 'B' might be an error for the 'P', or it might possibly mean that the item has been entered on the computer network manually by the bar staff (who refilled it), for example — I imagine only certain people would have the right to touch the Minibar contents.

Thanks, Tania! Yes, that's exactly my point: it wouldn't be worth the hotel's while bothering to programme in all the possible laundry items, since it is probably a comparatively little-used service.

collection and delivery of laundry done by hotel staff
I think laundry manual post here means collecting the guest's laundry, and after the laundry is done, the laundry is delivered to the guest room. This is all done manually, i.e. by the hotel staff who has to go the the guest room after getting an order of laundry (please come pick up my clothes, dress, shirt, etc for laundry, my room number is 4567), and after the laundry is done, the hotel staff again has to go to the guest room to deliver the finished laundry.
My interpretation is that post here is the same as the tasks done by the post office, where letters and packages are collected, and they are delivered by the mailman to each addressed houses.
Regarding the Mini-Bar refreshment, the refill must also be done by the hotel staff, and this means manual labor.
