This is from a contratto integrativo aziendale.
An article is entitled Permessi con recupero:
Potranno essere richiesti permessi con recupero della durata non superiore a 3 ore a scalare dal monte-ore di flessibilità mensile.
What are those leaves 'con recupero'?

Leaves of absence From Wikipedia:
Leave of absence (LOA) is a term used to describe a period of time that one is to be away from his/her primary job, while maintaining the status of employee. This term is in contrast to normal periods away from the workplace, such as vacations, holidays, hiatuses, sabbaticals, and "working from home" programs, in that they are considered to be exceptional circumstances, rather than benefits. Generally such an arrangement has a predefined termination at a particular date or after a certain event has occurred.

Time off authorizations (with subsequent make up)

Basically, you get permission to take some time off and later have to make up for the period of absence.
I don't believe there is a "standard" equivalence for this term - here are another couple of possibilities: "flexi leave authorization", "authorization for leave-of-absence with recouping of debit hours".
As the "con recupero" qualification renders the English expression rather long-winded, I would be inclined to omit it from the section title.
PS: I'm British not American ... if that makes any difference!

leaves of absence with make-up time

There are also a few occurrences for "make-up plan", although it's more commonly used to indicate the make-up of lost contributions rather than office hours.

Time off (with make-up)

I'm just taking some time off. I'm not going on leave be it extended or not.
I am allowed to make that time up if I wish. I've also seen "recoupable" used, as in, "to recoup time off".

Time off with compensatory (or just comp) time

Compensation time, or "comp time" is the most common way to refer to "recupero." I used to get "recupero" time when I worked overtime for the Italian Consulate. Since the budget didn't allow for overtime pay, they made sure everyone got as many hours and days off as were spent above and beyond the 40 hour work week.
