I found a term in the context of HR role during mergers and acquisitions and not completely sure whether "HR Manager" can be translated as "руководство трудовых ресурсов" or as "руководители службы персонала" in this context.
Here is the complete sentence:
"Six main categories of investigation were identified: top management's support, line management's support, factors related to the HR function and HR managers, and external and internal factors."
My variant:
"Были исследованы шесть основных категорий: поддержка высшего руководства, поддержка линейного руководства, факторы имеющие отношение к функции трудовых ресурсов и руководству трудовых ресурсов, а также внешние и внутренние факторы".

Называть специалистов (отдела кадров или каких бы то ни было других отделов, за исключением отдела продаж) менеджерами... было модно в России в 90-х годах, но вроде бы это уже прошло. :)
Так что это именно начальники.
