We’re constantly being asked What it takes to successfully rebrand a Web site. Too often, we’re asked specific questions such as, “Should my site be programmed in Flash?” or “Are drop-down menus a good idea?” But ques- tions like these don’t get to the heart of the issues you need to consider when rebranding your Web site.

طراحی مجدد
In legal contexts, rebranding would mean تغییر نام, تغییر برند, and the like. But I think here it should be translated into طراحی مجدد. If you take a look at the full article where this term is used, you'll see the word "redesign" being used interchangeably in the following paragraphs.

Rebranding: to change the image of a company or an organization or one of its products or services, for example by changing its name or by advertising it in a different way
It must be noted that "Rebranding Isn't Just a New Logo ".
http://ezinearticles.com/?Rebranding-Isnt-Just-a-New-Logo&id...
(Please read this interesting article on Rebranding)
It may involve radical changes to the brand's logo, brand name, image, marketing strategy, and advertising themes. These changes are typically aimed at the repositioning of the brand/company, sometimes in an attempt to distance itself from certain negative connotations of the previous branding, or to move the brand upmarket. However the main reason for a re-brand is to communicate a new message for a company, something that has evolved, or the new board of directors wish to communicate.

Based on the foregoing as well as the detailed discussions made by my colleagues, Mr. Emami and Mr. Akmali, I think "تغییر نشان تجاری و ذهنیت مشتری" can be an accurate and adequate equivalent.
