Que, durante la manifestación tomada al capitán , el dia XX de YY del 20ZZ, el indica haber presentado el DPW, a la autoridad maritima, pero no habiéndose percatado que las direcciones de correo electrónico, al cual debió enviar, fueron las correctas, por tanto *S.C*, queremos expresar, que el Capitán de la MN ABCD en todo momento, tuvo la predisposición de cumplir con las normas emitidas por la Autoridad Marítima.

Matters like this would be handled by a port captain. There are several places in Google where S.C. is used to address a captain in a lettee r.
My take is that he is addressing this letter to the port captain.
