Thanks to all. Answers confirmed my hunch that this was idiosyncratic use of a word. There was no way to check because I was doing the job for a company which was doing it for a client who had material from his university courses.

Explanation:
My guess.

Both of these terms collocate strongly with 'economy'; 'puntualidad en el pago' means prompt payment, so the idea is economies where people play by the rules and meet their obligations in the proper manner.

'Puntualidad' suggests doing things in the due and proper manner - Collins gives 'exactitud (exactness, accuracy)' and 'fiabilidad (reliability, conscienciousness)' as subsidiary meanings.

But I can't pretend this is any more than an educated guess.
