I was wondering whether the meaning of 'Ruf' is confined to a professorship or could mean that Fritz Schmidt is to assume some other academic function. It says later in the text: "Fritz Schmidt wird den Lehrstuhl für Politikwissenschaft an der Universität XX übernehmen." Professor or not?

This can't be anything else than a professorship because of the "Lehrstuhl" mentioned later in the text. Also, at least in the academic system in Germany, the "Ruf" to fill a vacant academic position exclusively refers to a professorship.

: The appointment and the chair are technically separate processes, and appointment is the best solution here IMO.

: In my opinion, a "Ruf" is the step preceding the actual appointment (i.e. an offer/invitation to fill the vacant position). The person can only be appointed once he/she accepted the "Ruf".
