It's apparent that the writer of the original sentence has twice omitted the word 'of'. The sentence should read I will not accept custody of or operate, or use my Sprint car allowance funds to obtain custody of or operate, any vehicle that I have not been thoroughly trained to operate.

Please find below the sentence. • The mileage allowance is considered to cover the proportion of the running costs of the vehicle and the fuel used.
