The inclinometer (or clinometer) is used to measure slope. Given the context, giros refers to turning vertically I therefore think it mean tilt. A change in slope of a dam could be disastrous.

I would avoid using simply "twist" in this context because it could be interpreted metaphorically. "twisting" is very precise in comparison.
