Parte de um atestado de uma universidade, que diz o seguinte:
"X (nome do estudante) é bolsista de Y (nome da instituição) tendo que dedicar-se integral e exclusivamente às atividades acadêmicas de pesquisa ... ".
A título explicativo, declaração implica que o bolsista não poderá exercer atividades como empregado da instituição e nem receber salário por isso.
Muito obrigado de antemão!

: I would add, "...and as such, is obliged to dedicate..." To my native ear, "has the obligation to" does not sound right in this context.
