Wise means intelligent as in the sense of drawn from the wisdom of God. Legislation means not national legislation in the way that we use the term today but rules. Some Islamic discussion refer to the prophet as coming in the same tradition and method of Moses who brought the ten commandments as a set of rules/legislation/codes for mankind to live by.
