J'ai finalement opté pour "adopter", même si "transposer" me paraissait plus "technique", car "transposer" sans COD/COI ne me paraissait pas convenir. Un grand merci à tous.

In practice, since international legislation ternds to be phrased in genric terms, transposition almost always involves some degree of 'adaptation', if only to ensure the transposed text is coherent via à vis other national legislation (e.g. it makes proper cross-references to existing national laws), structures of the State, the judiciary, other relevant bodies, etc.
