Both sentences are from job description of Medical Research. It seems that this phrase has different meanings in the above two sentences. The one in the first sentence seems to refer to "a written work", while the one in the sentence refers to "an experiment".

In the first, the candidate has to demonstrate competence in understanding/interpreting existing research studies, in the second, s/he has to demonstrate the ability to design and carry out new research studies.

Re your point about written work. A research study is both the practical work involving whatever survey or experiment is carried out and the writing up of that practical work and its results and interpretation. This applies to both instances.

The confusion about written work seems to stem from not realising that the initial written plan and writing up the research is as essential a part of a research study as doing the survey or experiment.// I had actually covered that point in my answer.
