• The district has allocated a $12,000 seat, which could have been allotted to another student.

A school sends a letter to the parents of the students, saying that they will charge an adminstrative fee for students who want to withdraw or defer. The above is one of the reasons they charge the administrative fee.

it's a strange way of saying it, but it basically means that the child was awarded a place (an opening/a space) on the course.
