Personally, I tend to favour a solution uisng Registry, since as a body, that would indeed be capable of sending out information as described in the context given.

So if it's a public "collection" we would surely call it a Registry
Think of it like in the UK in the olden days, it might be called 'Somerset House' — which is both a physical place, and an Institution.
Cf.:

in the reference quoted by both Writeawy and myself; this makes it clear that this 'fichier central' is indeed an actual service.
Regarding your comment concerning 'sa demande', perhaps you're forgetting here that in FR the possessive pronoun agrees in gender and number with the noun possessed, and not the possessor (as in German).
In France, last wills are not "usually kept by the court's document keeper" — even if one didn't know it before, a very small amount of elementary research soon reveals how the system works here in France.
As for the rest of the sentence, as you say, it is indeed abundanlty clear to professionals in this highly specialized field.
