English term or phrase: predicated
These documents state that reproductive health includes sexual health, “the purpose of which is the enhancement of life and personal relations, and not merely counseling and care related to reproduction and sexually transmitted disease;” it address the reproductive processes, functions and system at all stages of life, in the context of “complete physical, mental and social well-being.”

Sexual and reproductive health is ***predicated*** on the ability of men and women to have a “responsible, satisfying and safe sex life and that they have the capability to reproduce and the freedom to decide if, when and how often to do so."

I'm not sure how to interpret the verb here.

Explanation:
Creo que se trata de describir lo que se entiende normalmente por salud reproductiva. En realidad una de las posibles acepciones de la expresión es "se predica" tal y como dice Walter. El problema es que se nos ha olvidado la acepción en esa forma de decirse y se corre el riesgo de confundirlo con otra cosa.
