cont'd Het onderscheid tussen een applicatiebeheerder en een functioneel beheerder is overigens deels theoretisch. De functietitels applicatiebeheerder en functioneel beheerder worden vaak door elkaar gebruikt. Bij kleinere organisaties doet een functioneel beheerder vaak ook de taken die horen bij het werkterrein van een applicatiebeheerder. In grotere organisaties is de scheiding vaak iets duidelijker zichtbaar, maar ook daar komt het voor dat een applicatiebeheerder taken uitvoert die strikt genomen tot het werkterrein van de functioneel beheerder behoren.’

De functioneel beheerder heeft daarom binnen een organisatie een belangrijke positie. Hij moet zorgen voor een goede vertaling van de vraag van de gebruiker naar een verzoek voor de IT afdeling. Omdat de functioneel beheerder zowel kennis heeft van het proces als van de IT is hij zowel voor de gebruikers als voor de IT afdeling een goede gesprekspartner. In kleine organisaties is functioneel beheerder vaak geen aparte functie.
Functioneel beheerder of applicatiebeheerder?
Een functioneel beheerder is geen applicatiebeheerder. Er bestaat een duidelijk onderscheid tussen beide functies. Applicatiebeheerders bekommeren zich over de technische werking van het informatiesysteem en niet over de inhoud van de informatie. Het is vooral hun taak om te zorgen dat de gegevens binnen een organisatie beschikbaar zijn middels het informatiesysteem.

Een functioneel beheerder is de verbindende schakel tussen de bedrijfsvoering en de ICT binnen een organisatie. Hij beantwoord gebruikersvragen en zorgt ervoor dat het informatiesysteem goed blijft functioneren. Ook is hij verantwoordelijk voor het doorvoeren van verbeteringen in het systeem. Daarbij vertaalt hij de functionele vraag van de gebruikers naar een technische vraag voor de ICT afdeling of softwareleverancier.

Positie binnen de organisatie
Een functioneel beheerder is dus een spin in het web binnen zijn organisatie. Hij is de schakel tussen de gebruikers (de afnemers van de informatie in de organisatie) en de technische kant (de IT-afdeling binnen de organisatie). De gebruikers binnen een organisatie weten niet altijd wat de IT-afdeling binnen hun organisatie kan doen om de informatievoorziening binnen de organisatie te optimaliseren. Het gevolg daarvan is dat de IT-afdeling vaak geconfronteerd wordt met onduidelijke of onuitvoerbare wensen van gebruikers.

@Olly c.s. Why not change the name of the Functional Application Management Department while we're at it. 'Application Management Department should do fine then, shouldn't it? ;-)

I would agree with Olly. This is about application managers who manage functional applications (one of the references define these as general office and admin apps)

Application Manager I'm no IT expert, but my first instinct would be to drop the 'functional'. Does the organisation have 'application managers' alongside 'functional application managers'?

System development methodology Terms like this -- even in the area of human resource management -- are often related to the system development methodology used in or by the company concerned. That might be an explanation. But anyway, since the related department is named Functional Application Development, I have no doubt at all that your answer is correct. I quite agree with Tina in this regard.

slightly worrying I find it slightly worrying that almost every single mention of the job title, "Functional Application Manager" (FAM) is either on a Dutch website, or in a website text that was written by a Dutch person. "Functioneel beheerder" also seems to translates as, "Functional Administrator" / "Functional Admin", "Functional Supervisor", and perhaps also "Functional Lead". Can someone shed some light on this?

Information planner

Terms differ but the information planners are responsible to keep applications uptodate, toreplace aged apps and to add or change functionality - broadly they have to ensure that the app fits the business.

For day to day issues there is a split responsibility between appl owner (the guy you direct complaints to) and infrastructure operations, the people receiving abuse from the appl owner in his attempt to shift the blame (and the cost)

Looking at Michaels comment its crucial to understand that the adj functional belongs to application (not to manager). Functional application is used here to define admin apps, as opposed to e.g infrastructure apps like email, backoffice andsoforth. All other terms in his reference are company culture defined. I speak from my background in the oil industry.

Thats along story, pse see my added comment. To your first question, yes OR he might be the (business) application owner which is almost equivalent to manager. Missouri.edu is just one way of defining these roles.
disagree Jack den Haan : See http://www.systemsplanning.com/stp.asp for quite a different view on the term 'information planning'. IMHO, 'information planner' would follow suit.
