But I really feel this comes closest to the actual idea here — is there another term that is usable for people?
I'm assuming, of course, that the wider context makes it clear that we are talking about 'applying' these 'resources' to some task / mission or other...

I think in this instance it sounds as if the purpose is to "make use" of the employers in the best possible way.
