There isn't a good translation of οικισμός as far as I know, i.e. an equivalent term that has just the same degree of generality. Some dictionaries give "settlement", but that has other connotations. You might try "community", although I don't much like that either.

Actually, I think hamlet is quite close, but I wouldn't seriously suggest you translate it that way.
