Spanish term (edited):
despacho internacional
overseas dispatch
I suspect that the phrase of the question "el despacho internacional " is a simplified, layman's representation (maybe for the press?) of what is actually being requested, which would, I suggest, be a 'carta rogatoria' requiring the bank to (more probably, "hoping against all odds" that the bank will) divulge useful evidence.
If that is the case, then it will be sufficient to use laymen's terms for a literal translation of 'despacho internacional' --> 'overseas dispatch', and leave aside all mention of 'letters rogatory'.

: "applies to the Court" would be more appropriate for European English

: That is probably what the ST means, but it's not what it says.

: That is probably what the ST means, but it's not what it says. The translation should stick to what the author wrote, not what you would say in the same circumstances.
