The speaker is Mexican. Unfortunately, I can't provide any context. It's a phone call with many unintelligible points.

chingo the word "chingo" by itself would probably be "shitload". Such as "un chingo de juegos" would translate to something like "a shitload of games". Accent marks and more context are important here because the meaning can change so much. Just as Rich said, this could be a negative used in a sarcastic way.

If he were from Venezuela it might make sense: sort of "Carlos is crazy". But if there's no reason to think he might be using it in the Venezuelan sense, that's no help.

Have another listen and check carefully where the accents are placed.
If the accent of "chingo" is placed on the "i", then I reckon its the verb, and if the accent is on the "o" then it still may be "chingón" with a dropped "n" depending on the regional accent, like people from Veracruz drop their S'

I'm listening to the tape, over and over. The guy is clearly saying, "chíngo." That's why it's so puzzling. They're seem to be gang members, and I'm coming across a lot of questionable Spanish.

@skam Have you heard the tape, or just seen the transcript? There are a lot of examples of "está chingo" from Mexico, apparently meaning "great, far out" (applied to records or cars, for example), but although it's written without an accent it seems to be "chingó", for "chingón". Maybe that's the case here. But if you can hear the speaker saying "chÍngo", not "chingÓ", that doesn't work, and I don't know how else to explain "chingo" as an adjective in Mexico.

Either "Carlos and his games are fucked up or fuck Carlos and his games.

If part of it is unintelligable I would say the person is saying "fuck Carlos and his games." It is hard to know without more context because of the way this is written. Are you sure it doesn't say "chingado está Carlos y sus juegos?"

I think someone possibly left out the "en":
"En chinga" can mean 'extra fast', 'intense', etc.
...at least in Mexico.
