Si tratta di uno studio sulla situazione dei diritti di partecipazione, informazione e consultazione dei lavoratori nelle piccole e medie imprese negli Stati membri dell'Unione europea. Nell'introduzione trovo:
The systems of industrial relations in each individual company are decisive, in particular, the systems of worker representation. It is important to highlight that there are reasons to distinguish between weak and ***procedural*** forms of participation and strong and organised forms of participation depending on the levels of involvement of the workers in a more or less penetrative way. Those participation levels vary from mere recognition of the institutional rights to information and consultation of the workers’ representatives in the corporate bodies. It has become important to view all phenomena of participation through a careful analysis of the context in which they exist - first in relation to the specific systems of representation and second in relation to the different levels of rights to information and consultation.
Non credo che una traduzione letterale di "procedural" sia la soluzione migliore in questo caso. Non mi sembra che "forme deboli e procedurali di partecipazione" abbia senso. Sarei propensa ad interpretare e dare una traduzione più libera del termine, ma non riesco a pensare a una soluzione adeguata.

Ho pensato anche io a "forme [...] formali", per questo forse è meglio che tu scelga altre soluzioni (a meno che non cambi il sostantivo in, chessò, "tipologie", ma è bruttino)
