How to tell the difference between "easy" and "pro" questions:

A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).
Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.
When deciding between easy and pro, err on the side of pro. Most questions will be pro.

Como bien apunta Gracia, quizás quedaría más claro decir que se ha reducido en 50.000 USD hasta (situarse en) 120.000 USD

: Sí; eran de 170.000 y se han reducido a 120.000; se han reducido en 50.000. Quizá más claro si se dice "para situarse/ubicarse en". Tiene que significar esto. Si se tratara de un rango, se diría "by between 50.000 and 120.000".

Deduzco que, como el estudio se hizo en varios pueblos, en algunos se redujo 50.000 dólares y en otros 120.000.
Deduzco también que antes de plantarse los manglares no se reducía nada, sino que al no haber ninguna protección natural (la de los manglares) las olas grandes (y tsunamis) destruían los diques. Muchísimas gracias a todos por esta gran ayuda.
Pienso que todos los que han contestado han hecho sus propuestas con la idea de ayudar y hasta tanto tengamos más contexto no podremos saber quien lo está interpretando correctamente. Saludos cordiales a todos.
Y volviendo a lo que nos trae aquí, que es ayudar: o buscas por el texto a ver si hay suerte o preguntas al cliente, porque no está nada claro. Escoger cualquiera de las dos interpretaciones sin más contexto sería una temeridad, porque cambiarías mucho las cuentas si te equivocas.
