Hello. I am having a hard time translating this phrase. I have given two examples, and my attempt at a translation. Any (other/better) suggestions?
Recibida la solicitud y una vez se compruebe que reúne los requisitos establecidos en esta Ley, la Dirección de Empresas Financieras del Ministerio de Comercio e Industrias, mediante resolución motivada, expedirá la autorización correspondiente.
Once the application has been received and it has been verified that it meets the requirements established in this Law, the Director of Financial Businesses for the Ministery of Commerce and Industries will decide whether or not to issue the corresponding authorization.

Toda negativa injustificada a presentar dichos libros…será sancionada por la Dirección de Empresas Financieras de … con multa de hasta veinticinco mil balboas, mediante resolución debidamente motivada.
Any unjustified refusal to present said books... will be sanctioned by the Director of Financial Businesses for the Ministry of Commerce and Industry with a fine of up to twenty-five thousand Balboas, through a duly considered decision?

This is a pretty standard term in English legalese. For your second example, just insert "duly".
Example sentence:
…del Ministerio de Comercio e Industrias, <b>mediante resolución motivada</b>, expedirá la autorización correspondiente.
…of the Ministry of Commerce and Industry shall issue the authorization <b>by reasoned decision</b>.

It basically means that a reason must be given to support the decision taken.
But your translation has other serious problems: "Dirección" = "Department," or something similar, not "Director." (It is a thing, not a person.)
"expedirá la autorización correspondiente" = "SHALL ISSUE the corresponding authorization," not "will decide whether or not to issue the corresponding authorization."
With the future tense THERE IS NO CHOICE; your translation is materially incorrect.
