Fibre optic signals can not be distributed like normal electrical signals, light not being either a pure electrical wave form or particles. We don't need to discuss the properties of light here. It is simply incorrect in English to say a distribution panel for fibre optic signals. Distribution panels are passive, whereby a distribution frame is active, and fibre optic signals have to be actively distributed. They literally have to be received and re-transmitted.
